While they can do it, it is difficult and risky, and should only be used in case of emergency. Using Cardassian transporters has a base difficulty of REA+ENG 1. Using cargo transporters to transport living things has a base difficulty of REA+ENG 2 and a DAR+ENG 2 in emergencies. The operator may not be assisted.
